Let us look at the procedure that I followed

I considered the horoscope of Silvio Berlusconi ( Arcore, Sept. 29^th, 1936 at 06:00 AM MET) the favourite candidate for the new government,
Natal Chart of Silvio Berlusconi and of Italian Republic

I erected the Solar Return for 1994 and I superimposed it on the Natal.

I then considered the horoscope of the Italian Republic (June 10^th, 1946 at 04:00 PM MET – “The Book of World Horoscopes” by Nicholas Campion, Aquarian Press, 1988) which I had already verified as exact in many predictions.

For the Republic I erected the Solar Return for 1994 and I superimposed it over the Natal chart.

For Berlusconi I was sure to have the right time of birth, I checked it by a previous forecast verified right on the day, on March 10^th. On the basis of this forecast,– I found these dates by applying my technique, which I will deal with later – many signals led me to thinking that the 10^th May it could be a sensitive point, because, at that point, I found his Natal Moon and Saturn in conjunction with the Solar Return Moon in Pisces (see Red arrow). The 10^th May coincided with Berlusconi’s Saturn, so I thought it could mark his assumption of power, and I erected a Natal chart of the Republic, and I considered the Solar Return in order to define a similar point that should have coincided. The Sun was conjunct to Uranus in Gemini – symbol of transformation –

And the Moon Node was at 21° in Gemini and coincided with the 10^th of May. The trine with Jupiter in Libra indicated the New Government’s agreement (see Green arrow).

If it was like this, now I could choose the best moment for the birth of the new Italy…that was exactly at 17: 22 !

According to my hypothesis that fleeting moment should have mirrored this situation, therefore, the exact hour should have been: at 17,22 with Libra as Ascendant at 17° degree.

How to find the exact hour? A subtle intuition that makes astrology an art, inspired my work.

I rotated the chart changing Ascendant, until the Sun, Moon, Mercury landed in the 8^th House where they were in the position to favour Economy. Venus, ruling Libra Ascendant, in 9^th House in Gemini (Political duality), MC in CANCER, Moon in 11^th House with aspect to 10th House.

Italian Media broad-casted my prediction as follows:

Dr De Giuli, the only person to have predicted the exact date and hour of the presentation of the executive list a month earlier speaks of a “ very lucky conjuncture”.

THE ITALIAN GOVERNMENT ALREADY FORESEEN BY THE ASTROLOGER:

Everything had already been foreseen. The first government of the second Italian Republic would take off at 17h22 on May 10^th under a lucky star. And that is what happened. At around 17h22 the announcement was made that Mr Biondi and Mr Previti – chairmen of the previous Italian government and members of the Italian Parliament – would change places. Immediately afterwards, Mr Letta, Vice President of the Italian Council of Ministers, announced that the new government was ready to be established.

For the record, the forecast was made nearly a month earlier by Dr Luisa De Giuli, an Italian expert in political predictions based on mathematical calculations of the positioning of the planets in the daily “ L’Opinione” of April 16^th: Italy Changes In The Sign Of “Big Water Snake”.

The column:

“If the political take-off takes place on May 10^th at 17h22, it will have Gemini as its Ascendant and Venus in the eighth house, mid-heaven in Cancer coinciding with Silvio Berlusconi’s Pluto. It will have to struggle, but with the assistance of the conjunction of the Sun and Moon in Taurus, in the centre of a triangle of clear-sightedness, everything should turn out well and the sacrifices which will be necessary will have good results.

The “Cavaliere” could not have chosen a better date. The setting up of the executive government committee was assisted by yesterday’s eclipse of the Sun, the last in this century. The central phase of this event – at 17h22 – took place at the same time that Mr Alfredo Biondi and Mr Cesare Previti agreed to step down. Thus eliminating the last obstacle in Mr Berlusconi’s way. At 19h11, the announcement was made that the new government was ready to be formed.

HOW I VERIFIED MY PROCEDURE IN THE PAST

My method is much simpler than it appears. After having tested the starting point, the exact degree of the Ascendant on the Natal Chart, which is established through events lived in life – to do so, I use the Age Progression of the Natal Chart and of the Moon Node Chart according to the Huber School method – we can work on charts that are valid for predictions. On the Solar Return superimposed on the Natal Chart, we find the aspects that allow us, at a glance, to understand the course of events without complications. It is best to simplify the event and synthesize it into a Sybil-like formulation for the nature of what will take place. The more synthetic, the better. The trend must be examined, not the details that are always excessive and lead us astray. Using the transits it would not be possible, because there are too many elements to judge, or else, it can only be done after the event as a verification of what has occurred. As in the diagnosis of a disease with too many discordant symptoms, it is difficult to choose between the essential ones and the excessive. In conclusion, what are the valid connotations for the diagnosis before the event and not after it? The confirmation after the event is too easy and almost useless. Is it not perhaps better to pre-announce it as an HYPOTHESIS and wait for the CONFIRMATION and the THRUTH, providing the PROOF of the AUTHENTICITY of the PREDICTION? This was my choice: when my Age point reaches a planet, that is where an event will take place. It is a clear signal. Something takes place if it does not in reality, this means that it happens on the internal plain. It is an idea in progress, a potentiality that could become reality, but it is recorded on the psyche of the character considered in the horoscope.
